Someone's dog came over and macred our chickens, then was vicious towards my mom. What rights do we have?

So a black lab came over to our house today and my mom was the only one home. The dog burrowed under our chicken run and ripped all of our chicken's heads off (didn't eat them, at least a fox would only take one and actually use it) and then when my mom came over to shoo it away, it snarled at her and she had to hit it with a broom. Can we have this dog put down to keep it from killing other pets? there are like 5 cats and 2 small dogs in the area, and i'm concerned it could kill them too, or attack a person.
