Why did Elizabeth I order for all of the 'Negroes & Black Moors' to be arrested and expelled from her kingdom?

Well, to be sure, there was a racist tendency to her policy as well as a presumption that all blacks were Muslim. Ostensibly she wanted to trade them to the Spanish for English prisoners of war. But without doubt, the policy was essentially one of racist origin.
